Bill's Picture

Bill Newroe is the ARA-NM Manager. He is also a Disability Technologist directly providing rehabilitation technology services for persons with disabilities involved with NM-Division of Vocational Rehabilitation Services. Bill also coordinates services through: Medicaid, including the Waivers, Special Education, Section 504 / ADA, Medicare, Private Insurance, VA and Loans.

 

Manager's Experience

For 21 years in New Mexico and nationally, Bill continues being a practitioner in assistive and rehabilitation technology services, and has been an administator as well as a program developer for persons of all ages with disabilities.

  • ARA-NM Services Provided 1995-1996; 2000-present:
    • Rehabilitation technology services including 408 VR cases with NMDVR;
    • 35 students with Kemtah Group (an IT training and job placement company in 2000);
    • Facility accessibility services with 9 New Mexico Workforce Job Training Centers in 2001 and 25 Hotel/Motels for the NM Lodging Association in 1995;
    • 97 DD Waiver home modifications and 98 VR cases with Adelante Development Center (2003-2008);
    • 122 AT Cases with Special Education in New Mexico Public Schools (1995-2008)
  • New Mexico Technology Assistance Program (1990-1995; 1999-2003):
    • Positions:
      • Funding/Contract Specialist and Director;
      • NMONE (USDOL)-Program Manager
    • Activities:
      • IT Accessibility Promotion and Development with Secondary/Post-Secondary Schools and Job Training Centers including Assistance and Training with Adaptive Computing and Online E-Learning;
      • Set up and Development of Statewide Assistive Bank of Loan Equipment (ABLE) for Special Education and VR;
      • Set up FIESTAS-AT funding information system;
  • 1996-1998: Program Manager with Consumer Assistive Technology Transfer Network (CATN):
    • The CATN was federally funded by the National Institute on Disability and Rehabilitation Research/ U.S. Department of Education. Bill coordinated assistive technology-related transfer activities through an Internet website and networked with a national advisory board (including representatives from the FLN, USDE, VA, NASA, DoD, DoE, LANL), consumer programs, rehabilitation engineering research centers and U.S. federal laboratories.
  • 1999-2006: Assistive Technology Practitioner - Certified with the Rehabilitation Engineering Society of North America (RESNA)
